Should Blogger recycle URLs?
I wanted to create a new blog the other day, but I couldn't find a good Blogger URL for it. As with .com domain names, all the good .blogspot.com names have been taken too. However, if the owner doesn't use it after an amount of time, wouldn't it be nice if Blogger reclaimed it? Of course, the owner should be contacted beforehand so that they can update their blog if they intend to keep it. I think this is reasonable because, unlike a regular website which may go untouched for months, blogs are meant to be updated regularly, so anyone who doesn't update their blog for, say, 6 months, should have to give up their blogspot name.

Not a bad idea - In some cases, there may be a good reason for maintaining the archive of an inactive blog (such as for a specific campaign), but most are just people who gave up on their blogs.
As long as it isn't automatic - as you said, an email to the owner giving a chance to update or explain why it should remain as an archive - I'd support the idea.
I believe Yahoo/GeoCities does this with their free homepages - update or risk deletion.
Yeah, what DVDguy said: it should be optional, so good-hearted souls can free up URLs - I imagine plenty of people who've stopped blogging will want to keep what they've written for posterity.
When moving from another platform to Blogger, I wanted to find a similar sounding url and ended up contacting the owner of a defunct blog and asking if they would delete it so I could get it and she said yes.
Now that I'm here I don't wat to see my old blog gone - I consider it my archive. I wouldn't want too see addresses change hands unless it was a choice by the previous owner.
